Yes, you can get 14 PSI by disconnecting the line going to your wastegate actuator. If you have a power up kit, just disconnect the lines where they go into
the little plastic vacuum assembly ( can't remember the real name for it, but it's a little white and black plastic circular piece ) and plug both
lines. If this isn't clear, let me know. After you do this, the poppet valve in your surge tank should open at 14 PSI acting as your blow off valve.

If you have a good working wastegate you can get a cheap boost controller off ebay($20) and make it adjustable with the flick of a knob........This way however
is cheaper---- Go to the hardware store and purchase a copper end cap that fits the wastegate opening......remove the wategate muffler, insert cap and tighten
clamp...done.....in reality that muffler now serves no purpose but extra weight, I would throw it on a shelf. I would remove the vaccuum hose from the turbo
and put a rubber cap on the hose and wategate actuator. !BAM! you should have roughly 14 psi of boost if everything is tight and running/spooling like it
should. This should not have any longetivity impact on the motor if your poppet valve opens when it should to relieve excess boost.

Why does everyone immediately block off the waste gate?
Get the boost controller. Cheap. Effective. And no shock waves in the intake tract.
